Suspect: GOVAN, WILLIAM (BMA, 30, ARRESTED)

S-1 (Sacramento resident) was operating a motor vehicle that was stopped for a vehicle code violation. A passenger in the vehicle was found to be on probation. Upon contact, S-1 was found to be in possession of a controlled substance and indicia of sales. S-1 was also found to be in possession of three fictitious $100 bills. S-1 was arrested then transported to the main jail. Upon arrival at the jail, officers determined that S-1 had provided false information about his identity. A records check of S-1’s real name revealed that he was on probation and had two active felony warrants out for his arrest.

S-1 (Elk Grove resident) and V-1 were involved in a verbal argument that escalated into a physical altercation. During the altercation, S-1 struck V-1 in the face. S-1 was arrested then transported to the main jail.

EGPD officers and Animal Control responded to the above location to check on the welfare of a dog that had been struck and injured by S-1 (Elk Grove resident). According to the caller, the dog’s leg was broken and surgery was required. Animal Control confirmed the initial information provided regarding how the injuries that were sustained. Although S-1 was not home when EGPD responded, S-1 later contacted EGPD and was arrested then transported to the main jail.

Suspect: UNKNOWN (WMA, 30’s)

S-1 entered the Bank of the West and handed a teller a note demanding money. Based on information written on the note, the teller feared for her safety. The teller gave S-1 and undisclosed amount of U.S. currency. S-1 took the money and exited the business. S-1 was described as a WMA, 30’s, wearing a black beanie cap, a full black beard with a black long sleeve shirt. Responding officers were unable to locate the suspect.

Officers responded to the above location regarding a vehicle driving recklessly in the area. Responding officers located the described vehicle stopped at a green light with S-1 (Wilton resident) sitting in the driver’s seat. Upon contact, S-1 displayed objective signs of impairment. S-1 performed poorly on field sobriety tests and was arrested.

The victim was approached and surrounded by a large group of juveniles at Elk Grove Regional Park. The victim was then punched in the back of the head by S-1. When the victim fled, he was chased by the group of juveniles and struck several more times by unknown suspects and S-2. When the victim fell to the ground, he was punched and kicked in the head, face and back by unknown suspects. The victim was able to escape from the large group but was contacted a short time later by S-3. The victim struggled with S-3 and fell to the ground where the same large group again punched and kicked the victim in the head, face and back. The victim suffered minor visible abrasions to his face and back of the head. The investigation is ongoing.

The victim was walking down the street when he was confronted by four to six unknown suspects. One of the suspects pushed the victim from behind for an unknown reason. A different suspect then picked up the victim and threw him to the ground. When the victim attempted to get up, the suspects began punching him. The suspects eventually ran away in an unknown direction. Responding officers were unable to locate the suspects.

The victim was at the above location waiting for a ride when he was confronted by four unknown suspects. One of the suspects demanded V-1’s property. When V-1 refused to comply with the demands, the suspects forced the victim to the ground and began punching and kicking him. The suspects eventually fled on foot in an unknown direction. V-1 had a complaint of pain and was transported to a local area hospital for medical treatment.

Suspect: JUVENILE (BFJ, 14, ARRESTED)

Officers observed S-1 (Sacramento resident) standing on the sidewalk attempting to start a physical confrontation with other juveniles. Officers observed that S-1 was moving in and out of oncoming traffic while instigating a fight with bystanders. When an officer attempted to contact S-1, S-1 became combative and struck the officer in the head when she began swinging her hands and feet. S-1 was eventually taken into custody after a brief struggle, then placed in the back seat of a police vehicle. While in the back seat, S-1 attempted to kick out the rear window of the police vehicle. S-1 was medically cleared for incarceration at a local area hospital then transported to juvenile hall.

When contacted, S-1 began swinging his fists at the employees and dropped the stolen merchandise. S-1 fled the location on foot and the merchandise was recovered.
