S-1 (Sacramento resident) was operating a motor vehicle that was stopped for a vehicle code violation. A consent search of S-1 and his vehicle led to the discovery of concentrated cannabis. S-1 was arrested then issued a citation and released.

S-1 (Elk Grove resident) and V-1 were involved in a verbal argument that escalated into a physical altercation. During the altercation, S-1 punched V-1 in the face then threw V-1 to the ground. V-1 suffered visible injuries. S-1 was arrested then transported to the main jail.

Suspect: WESTMAN, PHILIP (AMA, 25, ARRESTED)

Officers responded to the above location regarding a hit and run collision. The reporting person had been operating a motor vehicle when they were rear-ended by another vehicle. The caller provided a license plate number and a description of the vehicle involved. Officers responded to the registered owners address and located the described vehicle. Officers made contacted the occupants at the residence and found S-1 inside the residence. Officers determined that S-1 had been driving the vehicle at the time of the collision. S-1 displayed objective signs of impairment and performed poorly on field sobriety tests. S-1 was arrested then transported to the main jail.

S-1 (Elk Grove resident) and V-2 were involved in a verbal argument that escalated into a physical altercation. During the altercation, S-1 punched V-2 several times in the chest and face. When V-2 fell to the ground, S-1 mounted V-2 and struck V-2’s head against the sidewalk several times. When V-1 attempted to intervene, S-1 punched V-1 in the face several times. S-1 was arrested then transported to the main jail.
