Suspect #2: JUVENILE (WMJ, 15, ARRESTED)

S-1 and S-2 (Elk Grove residents) were taken into custody for burglary and possession of stolen property then transported to juvenile hall.

An unknown suspect left a note on the door to a business threatening to harm a specific group of people because of their ethnicity. Officers collected the note and conducted a canvas of the area for surveillance cameras. No suspect information at this time.

S-1 (Sacramento resident) was arrested for public intoxication then transported to the main jail.

Location: 8800 block of Mandalay Way.
Suspect: HENDERSON, EDWARD (WMA, 47, ARRESTED)

Officers responded to the above location regarding an armed person, (S-1, Elk Grove resident), who had possibly kidnapped his wife and threatened her. When officers arrived, S-1 had driven away from the location with his wife. A license plate number was provided, and officers began searching for the vehicle. When officers arrived at the residence, they located two homemade explosive devices, explosive device materials and ammunition inside S-1’s bedroom. Officers immediately evacuated the occupants from inside the residence. Officers also evacuated several homes on Mandalay Way and nearby streets in order keep residents safe. While officers were managing the scene on Mandalay Way, EGPD detectives located S-1 and his wife in a vehicle parked near Osage Av. and South Watt Av. Both occupants were detained without incident. The Sacramento Sheriff Department’s Explosive Ordnance Disposal Team (EOD) responded to the location and determined that the devices were in fact live. EOD secured the devices and they were later disrupted. S-1 was arrested then transported to the main jail. Officers determined that the wife had not been kidnapped.

Suspect: SALINAS, RAQUEL (HFA, 36, ARRESTED)

S-1 (Elk Grove resident) and V-1 were involved in a verbal argument that escalated into a physical altercation while inside a vehicle. S-1 started the vehicle and was attempting to drive away. When V-1 attempted to prevent S-1 from leaving, S-1 bit V-1 twice. Officers arrived and detained S-1. Upon contact, S-1 displayed objective signs of impairment and performed poorly on field sobriety tests. V-1 suffered a visible injury. S-1 was arrested then transported to the main jail.

S-1 (Elk Grove resident) was operating a motor vehicle that was stopped for a vehicle code violation.  A records check revealed that S-1 had an active warrant out for his arrest.  S-1 was arrested then transported to the main jail.

S-1 (Elk Grove resident) and V-1 were involved in a verbal argument that escalated into a physical altercation. During the altercation, S-1 kicked V-1. S-1 was arrested then transported to the main jail.

S-1 (Elk Grove resident) was arrested for violating a restraining order and the conditions of his probation then transported to the main jail.
