Location: Elk Grove Blvd. / Franklin Blvd.
Suspect: PHAN, KEVIN (AMA, 20, ARRESTED) 

Officers located S-1 (Elk Grove resident) asleep in the driver’s seat of a running vehicle. Upon contact, S-1 displayed objective signs of impairment. S-1 performed poorly on field sobriety tests and was arrested.

Suspect:  PETTIT, DEVON (WMA, 28, ARRESTED)

S-1 (Elk Grove resident) and V-1 were involved in a verbal argument that escalated into a physical altercation when S-1 placed his hand around V-1’s neck and then pushed V-1 causing V-1 to fall. A search of the residence led to the discovery of an assault weapon and high capacity magazines. Officers also discovered evidence S-1 had fired one round inside the residence. S-1 was arrested and then transported to the main jail. V-1 was granted an emergency protective order against S-1.

Suspect #1:  JUVENILE (HMA, 17, ARRESTED)  
Suspect #2: ROMERO, RAY (HMA, 20, ARRESTED)
Suspect #3: REED, JOSEPH (BMA, 22, ARRESTED)

S-1 (Sacramento resident) was the driver, S-2 and S-3 (Sacramento residents) were passengers of a motor vehicle officers stopped for a vehicle code violation. S-1 stopped but as officers were exiting the vehicle, the suspects fled in their vehicle from the officers. S-1 led officers on a pursuit that eventually ended when S-1 stopped the vehicle. S-1 and S-2 fled on foot from the vehicle. S-3 was detained. Both S-1 and S-2 were detained after a short foot pursuit. A records check revealed S-3 had an active warrant out for his arrest. S-2 was arrested for resisting arrest, issued a citation and released. S-3 was arrested for the active warrant and then transported to the main jail. S-1 was taken into custody and then transported to juvenile hall.

Suspect:  NESMITH, MICHAEL (WMA, 57, ARRESTED) 

Officers were conducting a search for a piece of evidence from an unrelated case along the bush line on the west side of Elk Grove Florin Rd. Officers were searching on the opposite side of a sound wall from S-1`s residence (Sacramento resident). During the search, officers placed a ladder against the sound wall and used it to look into the S-1`s backyard. Officers never entered the S-1`s backyard and only used flashlights to check for the piece of evidence. S-1 exited his residence and fired one round from a handgun in an unknown direction. Officers identified themselves multiple times but S-1 refused to listen and returned back inside his residence. A perimeter was established and S-1 eventually exited his residence and was detained. There were no injuries. S-1 was arrested and then transported to the main jail.

Suspect:  UNKNOWN (HMA, 20-30) 

S-1 approached V-1, who was standing in a driveway. S-1 pointed a firearm at V-1 and demanded V-1’s property. Fearing for her safety, V-1 gave S-1 her property. S-1 fled in an awaiting vehicle (no description) being driven by an unknown subject. S-1 was described as Hispanic male adult, 20-30 years old, 5’9”, approximately 170 lbs., wearing black pants, and a black or grey hooded sweatshirt

Once users type in their message and press send, they will receive a confirmation text indicating that the message was received.

“Tipsoft” should not be considered a replacement for contacting the Elk Grove Police Department via telephone (916) 714-5115 (non-emergency), (916) 714-5111 / 911 (emergency) or (916) 691-0411 (anonymous tip line). Instead, “Tipsoft” should be seen as an alternative method of contacting law enforcement to provide information regarding non-urgent illegal activity, such as unsolved cases, vandalism, graffiti, theft and narcotics related issues.
