Watch Summary NIGHT WATCH No major incidents or arrests logged. DAY WATCH Time: 1158 hours S-1 (Elk Grove resident) was placed under citizen’s arrest for battery. S-1 was issued a misdemeanor citation then released. EVENING WATCH Time: 1651 hours S-1 (Elk Grove resident) and V-1 were involved in a verbal argument that escalated into a physical altercation. During the altercation, S-1 punched V-1 in the head and chest. S-1 also punched V-1 in the face several times. V-1 suffered a visible injury. S-1 was arrested then transported to the main jail. Time: 2145 hours S-1 (Sacramento resident) was a passenger in a vehicle that was stopped for a vehicle code violation. A records check revealed that S-1 had two active warrants out for his arrest and was on probation. A search of the area where S-1 had been seated led to the discovery of narcotics paraphernalia. S-1 was arrested then transported to the main jail. |

Watch Summary NIGHT WATCH Time: 0130 hours S-1 (Sacramento resident) was contacted during a vehicle stop and found to have an active warrant out for his arrest. S-1 was arrested then transported to the main jail. DAY WATCH No major incidents or arrests logged. EVENING WATCH Time: 1911 hours S-1 (Elk Grove resident) was taken into custody for an active warrant then transported to juvenile hall. Time: 1853 hours S-1 (Elk Grove resident) was arrested for an active warrant then transported to the main jail. Time: 1917 hours S-1 (Sacramento resident) was a passenger in a vehicle that was stopped for a vehicle code violation. When contacted, S-1 provided false information about his identity. Officers were later able to confirm S-1’s true identity and spoke with S-1’s mother. S-1 was issued a misdemeanor citation then released. Time: 2159 hours S-1 (Elk Grove resident) was contacted at the above location during a call for service. Upon contact, S-1 displayed objective signs of impairment. Officers also determined that S-1 had driven his vehicle to the location. S-1 was arrested then transported to the main jail. Time: 2344 hours S-1 (Millcreek, WA resident) and V-1 were involved in a verbal argument that escalated into a physical altercation. During the altercation, S-1 struck V-1 in the face several time and grabbed V-1 by the neck. S-1 was arrested then transported to the main jail. |

It appears to me that this catch and release with a citation program is not working very well. When a criminal knows that there is a warrant for their arrest they obviously become more desperate and more likely to be more of a threat to law enforcement and society as a whole.
You can partially thank Prop 47 for turning felonies into misdemeanors
