Jack knifed big rig snarls afternoon commute on southbound 99

An accident on southbound 99, south of Dillard Road is threatening to cause major headaches for the afternoon. A big rig jack knifed, temporarily shutting down all southbound lanes starting around 3:45 pm. At 4:15 pm Cal Trans reported the lanes were all clear but traffic was moving slowly.
