S-1 (Elk Grove resident) and V-1 were involved in a verbal argument that escalated into a physical altercation. During the altercation, S-1 scratched V-1 several times and struck V-1 on the foot several times. V-1 suffered a visible injury. S-1 was arrested then transported to the main jail.

S-1 (Elk Grove resident) attempted to use a counterfeit $100 bill to purchase items at the above business. Officers arrived and detained S-1. Upon contact, a records check revealed that S-1 had an active warrant out for her arrest. A search of S-1 incident to arrest led to the discovery of a controlled substance and another counterfeit bill. S-1 was processed then transported to the main jail.

V-1 saw an ad on Facebook and contacted S-1 about purchasing two cell phones. V-1 and S-1 agreed to meet at the above location. When V-1 arrived, he meet up with S-1 who wanted full payment for the phones. V-1 wanted to ensure that the phones were not stolen and offered $100 to inspect the phones. When V-1 pulled out the money, S-1 grabbed the $100 bill then pushed V-1 causing him to lose his balance. S-1 fled on foot dropping an IPhone box as he fled. V-1 chased after S-1 but was unable to find him. S-1 was described as a BMA, 5’9”, heavy set and was wearing a red/white sweat jacket and gray pants. V-1 was not injured and the iPhone box contained an IPhone 6S.

Suspect:  MILNE, THOMAS (WMA, 46, ARRESTED)

S-1 (Elk Grove resident) and V-1 were involved in a verbal argument that escalated into a physical altercation. During the altercation, S-1 began holding V-1 down by the arms. After calling EGPD, V-1 was restrained by S-1 who refused to allow V-1 to leave. V-1 was able to escape the residence and was contacted by responding officers. When officers attempted to contact S-1, he barricaded himself in the residence. Officers observed that S-1 was suffering from self-inflicted injuries to his wrists. As officers were attempting to make contact with S-1, he came out of his room and moved toward officers while holding two large knives in a threatening manner. S-1 did this two times, and each time an officer deployed beanbag rounds striking S-1 who then retreated into the room. S-1 eventually surrendered and was transported to the hospital to a local area hospital for medical treatment. S-1 was transported to the main jail after being medically cleared for incarceration.

S-1 (Sacramento resident) was operating a motor vehicle that was stopped for a vehicle code violation. Upon contact, a records check revealed that S-1 was on probation and that his driver’s license was suspended. S-1 was detained and a probation search of S-1’s vehicle led to the discovery of a controlled substance and a fictitious $100. S-1 was arrested then transported to the main jail.

Officers were dispatched to the above location regarding a suspicious occupied vehicle. Upon arrival, officers located the vehicle as it drove away from the area. A vehicle stop was conducted and S-1 was contacted. Upon contact, a records check revealed that S-1 was on parole and was in possession of a controlled substance. S-1 was arrested then transported to the main jail.

Officers responded to the above location regarding a disturbance involving S-1 (Elk Grove resident). Upon arrival, S-1 was contacted and a consent search of S-1 led to the discovery of a controlled substances. S-1 was arrested then transported to the main jail.

S-1 and S-2 were observed shoplifting by a Walgreens employee. When the suspects attempted to leave the store, they were confronted by the employee. When confronted, the employee believed that S-1 was possibly armed (no weapons were seen). Fearing for his safety, the employee did not attempt to detain the suspects. Both suspects fled the area in a green vehicle. S-1 was described as a BMA, 20’s, wearing gray sweatshirt and black jeans. S-2 was described as a BFA, 20’s, wearing gray sweatshirt and black pants.
