ELK GROVE, CA – On January 7, 2017, at approximately 8:36 p.m., officers were dispatched to Jamba Juice (9160 W. Stockton Blvd. #160) regarding an armed robbery that had just taken place. The reporting person indicated that two armed men had entered the business and confronted the employees as they were preparing to close. The suspects then demanded that the employees open the register. Fearing for his safety, one of the employees complied with the demands and opened the register. Both of the suspects then reached into the register and removed an unknown amount of U.S. currency from before walking out of the business.
EGPD officers arrived within a few minutes of the call and began searching the area for the armed robbery suspects. An EGPD officer and his K9 partner were traveling northbound on W. Stockton Blvd. when he observed two individuals walking down the street who matched the description of the robbery suspects. When the officer attempted to contact the suspects, they both started running westbound on Dunisch Road towards a parked vehicle that was occupied by a female driver. Based on the suspects’ actions, the EGPD officer deployed his K9 partner in an attempt to take the suspects into custody. As the K9 approached the suspects, they fired several rounds towards the K9 who was shot twice. The suspects then began firing at the EGPD officer. Fearing for his safety, the EGPD officer returned fire. Both of the armed suspects then fled on foot westbound on Dunisch Road. One of the suspects, later identified 45-year-old Luther Foster (Sacramento resident), was quickly taken into custody near the scene of the shooting. The second suspect fled westbound on Dunisch Road towards a residential community. Additional EGPD officers responded to the area along with officers from the following agencies: the Sacramento Police Department, the Sacramento County Sheriff’s Department, the California Highway Patrol, and the Folsom Police Department.
A perimeter was established and several of the businesses in the area were advised to keep their employees and customers inside their stores. With the assistance of S.T.A.R (Sheriff’s Tactical Air Resource), officers began a systematic search for the additional suspect in the area where he was last seen. While officers were searching the area, the second suspect, a 17-year-old male (Sacramento resident), was located and taken into custody without incident on Dunisch Road near Wooded Brook Drive. Officers later recovered two loaded handguns that had been discarded by the suspects.
The EGPD K9 was shot in the leg and was transported to a veterinary hospital for medical treatment. At this time, the injuries are not considered life-threatening. The EGPD officer was not injured during the shooting. Both of the suspects suffered non-life-threatening injuries during the officer-involved shooting and were transported to a local area hospital for medical treatment. Foster was later cleared for incarceration then transported to the Sacramento County Main Jail. The 17-year-old juvenile was also cleared for incarceration then transported to Juvenile Hall. A third person, 41-year-old Shantel Williams (Elk Grove resident), who was waiting for the suspects in the “getaway” vehicle was also arrested and transported to the Sacramento County Main Jail.
The investigation into this shooting will be conducted by the Elk Grove Police Department’s Investigation Bureau, which is standard practice for any officer-involved shooting. In accordance with department policy, the officer involved will be placed on paid administrative leave. # # #
