ELK GROVE, CA – The Elk Grove Police Department is asking for the community’s help in locating 3-year-old Kira Chen, who was abducted by her biological mother. On April 20, 2017, at 6:39 p.m., officers responded to the 3000 block of Babson Drive regarding a child abduction. Upon arrival, officers contacted the reporting party who indicated that 29 year old Panpan Chen, the child’s biological mother, picked up 3 year-old Kira Chen from school today. According to school staff, Panpan Chen was with an older Asian female, unknown to them. Panpan Chen’s cellular phone is currently turned off and their location is unknown. Panpan Chen has made suicidal statements in the past week. Panpan Chen has associates in China, and the reporting party believes she may attempt to take the child out of the Country. Panpan Chen has no vehicles associated to her. Kira Chen is 3 years old, 2’6” tall, 32 lbs, with brown collar length hair and bangs. She was last seen wearing a light grey long sleeve shirt, grey and blue polka dot leggings, and pink shoes.

Callers to Crime Alert can remain anonymous and may be eligible for a reward of up to $1,000.00. Tips can also be sent via SMS text message by entering CRIMES (274637) on a cell phone, followed by Tip732 (agency identification number) and the message.
