Suspect:  BLUE, ECHOA (WFA, 42, ARRESTED)

S-1 (Sacramento resident) was the driver of a motor vehicle stopped for a vehicle code violation. A records check revealed S-1 to be on probation and had an active warrant out for her arrest. A probation search of S-1’s vehicle led to the discovery of narcotic paraphernalia. S-1 was arrested and then transported to the main jail.

Suspect:  WONG, OI KWAN (AFA, 22, ARRESTED)

Officers responded to a call for service regarding a reckless vehicle. Responding officers located a vehicle matching the description of the reckless vehicle and conducted a vehicle stop. Upon contact, S-1 (Elk Grove resident) displayed objective signs of impairment. S-1 performed poorly on field sobriety tests and was arrested.

S-1 (Elk Grove resident) and V-1 were involved in a verbal argument that escalated into a physical altercation when S-1 choked V-1 and stepped on V-1’s torso causing visible injuries. S-1 was arrested and then transported to the main jail. V-1 was granted an emergency protective order against S-1.

V-1 and V-2 were walking in the above area when they were approached by a group of subjects. S-1, who was with the group, displayed the handle of a firearm which was in his waistband and demanded the victim’s property. Fearing for their safety, the victims gave S-1 their property. S-1 and the group fled the area on foot. V-1 was unable to provide a description for S-1.

Members of the community having information regarding criminal activity can send tips via SMS text message by entering CRIMES (274637) on their cell phones, followed by Tip732 (agency identification number) and the message. Once users type in their message and press send, they will receive a confirmation text indicating that the message was received.

“Tipsoft” should not be considered a replacement for contacting the Elk Grove Police Department via telephone (916) 714-5115 (non-emergency), (916) 714-5111 / 911 (emergency) or (916) 691-0411 (anonymous tip line). Instead, “Tipsoft” should be seen as an alternative method of contacting law enforcement to provide information regarding non-urgent illegal activity, such as unsolved cases, vandalism, graffiti, theft and narcotics related issues.
