Suspect arrested in carjacking of SMUD vehicle in Elk Grove


The following information is based on a preliminary and ongoing investigation, which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. The departments understanding of the facts and circumstances may change as additional evidence is collected and analyzed.

On April 19, 2019, at 3:19 P.M., the Sacramento County Sheriff’s Office, and Elk Grove Police Department began receiving calls regarding a male subject attacking a SMUD worker near the intersection of Waterman Road and Grantline Road. Initial calls indicated the SMUD worker was inside the cab of his vehicle when the male suspect approached his vehicle. It was reported, the suspect began smashing the windshield of the truck with a metal object, then overtook the truck from the SMUD worker. Additional information received indicated the suspect took the SMUD workers truck, which was later identified as a full-size Ford F-550 with a commercial service bed and boom lift.

Elk Grove Police Officers and Sheriff’s Deputies responded to the area. Elk Grove Police Officers quickly located the vehicle traveling within the City of Elk Grove. The suspect began driving erratically and a pursuit ensued. Officers and Deputies pursued the suspect for several miles into the Wilton area of south Sacramento. During the pursuit, the suspect charged officers head-on with his vehicle, drove off-road through rural properties while breaking through fences and steel gates.

As the pursuit traveled through a rural property near the dead end of Blake Road, the suspect drove his vehicle directly toward an Elk Grove Police Officer as he was driving in his vehicle. At this point, the officer, fearing for his life; fired his duty weapon at the suspect.

As the pursuit continued, the suspect vehicle became disabled and the suspect was taken into custody on the northbound SR-99 on-ramp from Dillard Road. The suspect sustained what are believed to be minor injuries from various collisions with fixed objects during the pursuit. It is not believed the suspect was struck by gunfire. The suspect was later transported to an area hospital for evaluation prior to being booked into the Sacramento County Main Jail.

No officers or civilians sustained any injuries as a result of the pursuit or shooting. The SMUD worker sustained minor injuries and is expected to recover. Upon release from the hospital, the suspect will be booked into the Sacramento County Main Jail for numerous charges, including, but not limited to; carjacking, assault with a deadly weapon, felony evasion, and a violation of his probation.

Sheriff’s Homicide Detectives, Crime Scene Investigators, and Elk Grove Police Department Internal Affairs Investigators responded to the scene and have begun the officer-involved shooting investigation.

The initial carjacking which spawned this response, occurred in an area in close proximity to the border of the City of Elk Grove but within the County of Sacramento. The officer involved shooting incident occurred within the county of Sacramento, therefore this investigation will be handled by the Sacramento County Sheriff’s Office.

The suspect has been tentatively identified as a 35-year-old Caucasian male from Sacramento. His name and photo will be released upon confirmation of his identity and booking into the Sacramento County Main Jail.

The officer involved in the shooting is a 19 year veteran of law enforcement and has been with the Elk Grove Police Department since 2006. In accordance with Elk Grove Police Department policies and procedures, the officer involved in the shooting will be placed on administrative leave.
