Location: 8500 block of Alfama Way
Suspect: SAEPHAN, ACHIEN (AMA, 38, ARRESTED)
Officers responded to a call regarding a catalytic converter theft that had just occurred. Officers arrived in the area and located a vehicle matching the description of the suspect vehicle leaving the area. S-1 (Sacramento
resident) refused to stop and led officers on a pursuit. S-1 eventually stopped on his own and was detained. A
search of the vehicle led to the discovery of seven catalytic converters and burglary tools. S-1 was arrested and then transported to the main jail.

S-1 (Elk Grove resident) and V-1 were in a parked vehicle and involved in a verbal argument that escalated when S-1 slapped V-1 and then hit V-1 several more times in the head. S-1 closed the vehicle door on V-1’s legs when V-1 attempted to exit the vehicle. V-1 sustained visible injuries. S-1 was arrested and then transported to the main jail.

S-1 and S-2 approached V-1 and V-2, brandished a firearm and demanded money from the victims. S-1 grabbed V-1’s handbag and then both suspects got into a waiting vehicle being driven by S-3. The vehicle fled the area. S-1 was described as an African American male wearing dark colored clothing. S-2 was described as a Caucasian male wearing dark colored clothing. The suspect vehicle was described as a white sedan.

S-1 (Sacramento resident) was the driver of a motor vehicle observed driving recklessly by officers. S-1 was
stopped and an inventory search of S-1’s vehicle led to the discovery of a concealed loaded firearm. S-1 was arrested, issued a citation and released.

Once users type in their message and press send, they will receive a confirmation text indicating that the message was received.

“Tipsoft” should not be considered a replacement for contacting the Elk Grove Police Department via telephone (916) 714-5115 (non-emergency), (916) 714-5111 / 911 (emergency) or (916) 691-0411 (anonymous tip line). Instead, “Tipsoft” should be seen as an alternative method of contacting law enforcement to provide information regarding non-urgent illegal activity, such as unsolved cases, vandalism, graffiti, theft and narcotics related issues.
