(Elk Grove resident) was in a verbal argument with V-1 that escalated when S-1 hit V-1 causing V-1 to sustain a visible injury. A minor was present during the incident. S-1 was arrested and then transported to the main jail. V-1 was granted an emergency protective order against S-1.

Upon contact, S-1 displayed objective signs of impairment. A record check of S-1 revealed he was the restrained party on a served protective order, protecting V-1. S-1 was arrested and transported to the main jail.
