An alert neighbor helped the Elk Grove Police Department catch two suspects related to a theft of a catalytic converter on Friday evening.
Officers responded to a call just before midnight on Friday evening from neighbor that saw the suspects stealing a catalytic converter from a neighbor’s vehicle. Officers located the vehicle and search of the vehicle turned up drugs, drug paraphernalia, a catalytic converter and burglary tools.
33 year old Lucio Palacios of Stockton and 41 year old Jana Carter of Manteca were arrested on various charges and taken to the Sacramento County Jail. Carter was released from jail. Palacios is being held without bail for several charges including warrants from 3 different law enforcement agencies
