Location: I5 / Laguna Blvd
Suspect: LEE, JOSEPH (AMA, 34, ARRESTED)
S-1 (Sacramento resident) was the driver of a vehicle involved in a vehicle collision. Upon contact, S-
1 displayed objective signs of impairment and was arrested.

S-1 (San Jose resident) was the driver of a vehicle stopped for a vehicle code violation. A record check
of S-1 revealed a warrant out for his arrest. S-1 was arrested and then transported to the main jail.

S-1 (Stockton resident) was contacted during a call for service. S-1 kicked V-1’s vehicle causing damage. A record check of S-1 revealed warrant out for his arrest and a protection order, protecting V-
1 from S-1. S-1 was arrested and then transported to the main jail.

Suspect: WINSTON, REBECCA (BFA, 31, ARRESTED)
S-1 (Elk Grove resident) was in a verbal argument with V-1 that escalated when S-1 scratched V-1. S- 1 was arrested and then transported to the main jail.

Location: Auto Center Dr. / Elk Grove Blvd.
Suspect: ARCAYA, GIAN (AMA, 31, ARRESTED)
S-1 (Sacramento resident) was the driver of a vehicle officers attempted to stop for a vehicle stop. S-1
fled and led officers on a pursuit. S-1 eventually stopped and was contacted by officers. Upon contact,
S-1 displayed objective signs of impairment and was arrested.

Suspect: TEJADA, MARTHA (HFA, 42, ARRESTED)
S-1 (Elk Grove resident) was arrested for violation of a protective order. S-1 physically resisted officers
attempts to detain her and S-1 threatened to harm an officer. Officers overcame S-1’s resistance and
she was then transported to the main jail.

Members of the community having information regarding criminal activity can send tips via SMS text message by entering CRIMES (274637) on their cell phones, followed by Tip732 (agency identification number) and the message. Once users type in their message and press send, they will receive a confirmation text indicating that the message was received.

“Tipsoft” should not be considered a replacement for contacting the Elk Grove Police Department via telephone (916) 714-5115 (non-emergency), (916) 714-5111 / 911 (emergency) or (916) 691-0411 (anonymous tip line). Instead, “Tipsoft” should be seen as an alternative method of contacting law enforcement to provide information regarding non-urgent illegal activity, such as unsolved cases, vandalism, graffiti, theft and narcotics related issues.
