Location: 8400 block of Elk Grove Florin Rd
Suspect: MARTINEZ, JOE (OMA, 35, ARRESTED)
S-1 (Sacramento resident) was contacted behind a business. A record check of S-1 revealed he was
on probation. A probation search led to the discovery of a controlled substance and drug paraphernalia.
S-1 was arrested, issued a citation, and then released.

S-1 (Elk Grove resident) and V-1 were in a verbal argument that escalated when S-1 punched V-1.
S-1 was arrested and then transported to the main jail. V-1 was granted an emergency protective order
against S-1.

Suspect: ESPINOZA RODRIGUEZ, MANUEL (HMA, 42, ARRESTED)
Officers responded to a call for service regarding a possibly impaired driver. The caller provided a
description of the vehicle and responding officers located a parked vehicle matching the description in
the area. Upon contact with S-1, he displayed objective signs of impairment. S-1 performed poorly on
field sobriety tests and was arrested.

Location: Big Horn Blvd / Elk Grove Blvd
Suspect: TYE, VICTOR (WMA, 23, ARRESTED)
Officers attempted to stop S-1 (Orangevale resident), who was the driver of a motor vehicle, for vehicle
code violations. S-1 refused to stop and continued driving for a short distance until he eventually pulled
over. S-1 was arrested, issued a citation, and then released.

Crime Tips Via Text Messaging through “TipSoft”

Members of the community having information regarding criminal activity can send tips via SMS text message by entering CRIMES (274637) on their cell phones, followed by Tip732 (agency identification number) and the message. Once users type in their message and press send, they will receive a confirmation text indicating that the message was received.

“Tipsoft” should not be considered a replacement for contacting the Elk Grove Police Department via telephone (916) 714-5115 (non-emergency), (916) 714-5111 / 911 (emergency) or (916) 691-0411 (anonymous tip line). Instead, “Tipsoft” should be seen as an alternative method of contacting law enforcement to provide information regarding non-urgent illegal activity, such as unsolved cases, vandalism, graffiti, theft and narcotics related issues.
