Around 2:30 yesterday afternoon, three middle school-age kids were walking near Laguna Blvd and Bruceville Road when one of the kids were assaulted by three people, two adults, and a juvenile. When a friend, who was with the kid being attacked, tried to intervene he was struck with a stick by a woman who was with the group assaulting the kid. After attacking the kids, the suspects took off in a car. The incident was captured on video and has been circulating on social media.

The investigation has been active since yesterday afternoon. We immediately started canvassing the area, reviewing video, talking with witnesses, and working with the Elk Grove Unified School District. Through the course of the investigation, officers were able to identify four of the suspects.

A little after 11 last night, officers arrested a 13-year-old juvenile and her mother, identified as 32-year-old Demetria Fowler, at their house in Elk Grove. The juvenile was transported to Juvenile Hall on charges of Assault with a Deadly Weapon (PC 245(a)(4)), Conspiracy (PC 182(a)(1)), and Battery (PC 242). Fowler was booked at the Main Jail on charges of Corporal Punishment of a Child (PC 273 (D)), Conspiracy (PC 182 (a)(1)), Battery (PC 242), and Contributing to the Delinquency of a Child (PC 272).

This is an active and ongoing investigation. We are diligently working on finding the two outstanding suspects who have been identified in addition to identifying the fifth unknown suspect. Detectives are asking anyone with video footage of the incident or any other information about this investigation to call (916) 478-8058.

We are working with EGUSD, EGUSD Safety and Security, and will have an increased presence around the area of Harriet Eddy Middle School.
