On Monday Caltrans held a ribbon cutting to officially open the carpool lanes on Interstate 5 between Interstate 5 and downtown Sacramento. The project started in July 2019. It is expected to be fully completed by the end of the year
SACRAMENTO — Today Caltrans announced the opening of 23 miles of new carpool lanes on Interstate 5 (I-5) in Sacramento, a stretch that extends from one mile south of Elk Grove Boulevard to the American River Bridge. The improvements are part of the $370 million I-5 Corridor Enhancement Project – also known as “FixSac5” – that includes $48.3 million of funding from Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017, and $8.5 million in federal Congestion Mitigation and Air Quality Improvement Program funding, which supports transportation projects that provide air quality improvements and congestion relief.
“These new carpool lanes mean a smoother commute for drivers on I-5 in Sacramento,” said Caltrans District 3 Director Amarjeet S. Benipal. “With more people carpooling, there will be fewer vehicles on the highway and less greenhouse gasses in our air.”
Caltrans estimates it will complete the entire FixSac5 project by year’s end, at which point it will have repaired 67 lane miles of roadway, replaced the pedestrian overcrossing at Casilada Way, constructed new sound walls, installed new fiber optic lines and ramp meters, replaced and updated existing electrical and drainage systems, and extended various entrance and exit ramps.
Caltrans District 3 maintains more than 4,385 lanes miles of state highway in 11 Sacramento Valley and Northern Sierra counties. For the FixSac5 project, Caltrans partnered with Norcal Paving, a joint venture of A. Teichert and Son Inc. and Granite Construction Companies.

SB 1 provides $5 billion in transportation funding annually shared equally between the state and local agencies. Road projects progress through construction phases more quickly thanks to the availability of SB 1 funds, including projects that are partially funded by SB 1.
