90-day rain outlook for California doesn’t look promising

NOAA (National Oceanic and Atmospheric Administration) released its 90-day precipitation forecast for California and the rest United States. The outlook for California, which is suffering through a multi-year drought, is not very promising. The southern half of the state is likely to have below-normal rainfall. The northern half is about 50-50 for a normal year. The Pacific Northwest could see above-average rainfall.
