CHP VALLEY DIVISION ARRESTS POTENTIAL SERIAL RAPIST

California Highway Patrol (CHP) Valley Division Investigative Services Unit (ISU) investigates and tracks sexual assaults occurring within the Division and noticed details were similar for three cases which occurred in the last two months. Beginning mid-October, the South Sacramento Area responded to three calls involving alleged sexual assault.

All calls involved a female who had been injured. All three occurred within a 2.4-mile radius, adjacent to SR-99 northbound, with two being in the same location. Additionally, all three involved a male with similar descriptions, driving a car with a similar description. In two of the incidents the female victims were assaulted and raped at knife point within the vehicle.

A third incident occurred resulting in attempted rape, which was prevented by CHP South Sacramento Area officers during their shift. Further investigation revealed an identity and a person of interest, resulting in a DNA sample. On December 21, 2022, ISU received confirmation from the Sacramento County Crime Lab that DNA collected while investigating a rape which occurred early in November matched the person of interest from the CHP South Sacramento Area enforcement contact.

On December 22, 2022, at 2:44 PM, Nabil Elomari, June 4, 1998, of Sacramento, was arrested at his residence by CHP. A subsequent search warrant of his residence was conducted which resulted in the seizure of additional possible evidence. Elomari was booked into Sacramento County Main Jail for a variety of charges, including 261 PC, Rape and 207 PC, Kidnapping. Elomari is currently in custody at the Sacramento County Main Jail on a $400,000 bail.

CHP is requesting that anyone with information that could lead to the identification of additional victims or witnesses to contact 1-800-TELL-CHP (1-800-835-5247).

The mission of the CHP is to provide the highest level of Safety, Service, and Security.
