Rancho Cordova and Elk Grove police release more information on homicide investigation

The Rancho Cordova and Elk Grove police departments released more information on Wednesday’s homicide in Rancho Cordova that led to a police chase ending in Elk Grove and the suspect shot by Elk Grove police officers.

The incident began with the death of an 18-year-old woman in Rancho Cordova. Rancho Cordova police said the woman was stabbed and run over by a suspect later identified as Devian Lewis. Lewis was later located and led law enforcement agencies on a chase that ended in Elk Grove. Elk Grove police officers rammed into the vehicle driven by Lewis, and then officers opened fire hitting Lewis. He was taken to a hospital in stable condition.

At approximately 1:17 P.M. on Wednesday, February 1, 2023, Rancho Cordova Police Officers responded to a residence on Ramsgate Way in the City of Rancho Cordova. A caller reported a male subject stabbed the victim and ran her over with a vehicle. When officers arrived, they discovered an 18-year-old female suffering from multiple stab wounds and requested the fire department respond to assist. The Sacramento Metro Fire District arrived moments later and began to render medical aid. Unfortunately, the victim succumbed to her injuries and was pronounced deceased at the scene.

Homicide Detectives and Crime Scene Investigators responded to the scene a short time later, interviewed witnesses, and gathered evidence. Based on their investigation, homicide detectives identified the suspect as 22-year-old Devian LEWIS.

Detectives began a search for LEWIS and discovered the California Highway Patrol (CHP) was in a vehicle pursuit with LEWIS on Interstate 80 near Dixon. Sheriff units joined CHP as the pursuit continued through Sacramento southbound on Highway 99. During the pursuit, deputies learned LEWIS was armed. LEWIS exited westbound on Cosumnes River Boulevard and eventually made his way into Elk Grove when the Elk Grove Police Department joined in to assist as well.

The pursuit came to an end in the City of Elk Grove, where an officer involved shooting took place during his apprehension. LEWIS was transported to a local hospital, where he currently remains until he is medically cleared.

The Sacramento County Sheriff’s Office is the primary investigating agency for the homicide which occurred in Rancho Cordova. The Elk Grove Police Department and the Sacramento County District Attorney’s Office will be investigating the officer-involved shooting, as it occurred within the city limits of Elk Grove.

Yesterday around 4:40 p.m., Elk Grove Police officers were notified of law enforcement agencies in pursuit of a suspect related to a Sacramento County homicide investigation that occurred earlier in the day. Officers learned the vehicle pursuit was approaching Elk Grove after starting near Fairfield. The suspect and driver of the vehicle, identified as 22-year-old Devian Lewis, was wanted for the murder of his 18-year-old girlfriend. The following information is based on a preliminary and ongoing investigation, which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. The department’s understanding of the facts and circumstances may change as additional evidence is collected and analyzed.

Lewis exited southbound Highway 99 at Cosumnes River Boulevard and continued southbound on Bruceville Road, heading into the City of Elk Grove. Elk Grove Police officers assisted in the pursuit as it entered the city. As Lewis was approaching the intersection of Bruceville Road and Big Horn Boulevard, he rear-ended another vehicle that was stopped at the traffic light along with several other vehicles.

Officers engaged Lewis, who was the lone occupant in the vehicle. Three officers discharged their service weapons after Lewis started to exit the car holding what appeared to be a firearm. A firearm was found in Lewis’s vehicle on the front passenger seat, and later after further inspection, determined to be a replica firearm.

Officers and deputies rendered medical aid until he was transported to a local hospital, where he remains in stable condition and is being treated for three gunshot wounds.

We are in the process of collecting all video footage, including body-worn cameras and in-car cameras. We are working on releasing video footage as soon as possible. Although an exact date for the release is currently unknown, the release will be in compliance with state law.

This investigation is being conducted by the Elk Grove Police Department’s Investigations Bureau, which is standard practice for any officer-involved shooting. There will also be two independent reviews of the incident; one by the Elk Grove Police Department’s Professional Standards Bureau and the other by the Sacramento County District Attorney’s Office. In accordance with Elk Grove Police Department policy, the officers involved in the shooting have been placed on administrative leave.
