The CHP issued the following report:

SACRAMENTO, Calif.- On February 9th, 2023, at approximately 5:30 PM, California Highway Patrol’s (CHP) South Sacramento units were dispatched to a solo vehicle traffic crash that occurred on northbound SR-160 (River Road), 1.2 miles south of the Freeport Bridge. Soon after the traffic crash reports indicated a male adult carjacked a party that was driving a black Volkswagen Passat. Witnesses relayed that the carjacking suspect fled the scene in the black Volkswagen Passat, traveling southbound on SR-160. The Sacramento Sheriff’s Office located the black Volkswagen Passat, initiated an enforcement stop and pursued the vehicle into the city of Elk Grove before relinquishing primary pursuit to the Elk Grove Police Department. While in pursuit, the carjacking suspect was involved in a non-injury traffic collision with a vehicle, continued fleeing from Elk Grove Police Department until it ended at Elk Grove Boulevard and Fire Poppy Drive. The carjacking suspect fled the scene on foot into a residential neighborhood before being apprehended and placed under arrest. The carjacking suspect was transported to a local hospital due to injuries sustained. CHP South Sacramento units and fire personnel arrived on scene of the traffic crash on SR-160 and determined the incident to include five passenger fatalities (three adult females, one adult male and one juvenile male). Preliminary investigation indicates the carjacking suspect was the driver of a white Cadillac Escalade with five passengers, traveling northbound on SR-160 (River Road) and veered off the roadway and struck a tree, causing extensive damage to the SUV, and ejecting all parties within the vehicle. The driver of the Cadillac carjacked a passerby driving in a black Volkswagen Passat and fled the scene of the traffic crash.

The driver of the Cadillac was identified to be Cameron Garcia, a 28-year-old male from Sacramento. Garcia was booked into the Sacramento County Main Jail for charges of 191.5(a) PC – Gross Vehicular Manslaughter While Intoxicated, 215(a) PC – Carjacking, 23153(a) VC – Driving Under the Influence of Alcohol Resulting in Injury or Death, 10851(a) VC – Vehicle Theft, and 20001 VC – Hit and Run Causing Injuries or Death. Elk Grove Police Department will be adding more charges at a later time.
