Elk Grove Police Department releases video of officer-involved shooting death at Elk Grove hotel

The Elk Grove Police Department has released video of an officer-involved shooting incident at the Holiday Inn Express hotel on February 21, 2023. The video shows the incident from multiple body-worn cameras from Elk Grove police officers. 41-year-old Booker Pannell died during the altercation.

Below is the initial report from the Elk Grove Police Department shortly after the incident.

On February 21, 2023, around 10:32 p.m., officers had responded to a carjacking report where the suspect, who was known to the victim and according to witnesses believed to be under the influence of a controlled substance, brandished a firearm, threatened suicide, and drove away in the victim’s car.

At around 11:39 p.m., officers responded to the Holiday Inn Express (9175 W. Stockton Boulevard) regarding a disturbance between an adult male and a hotel employee.

When the officers arrived, they recognized and confirmed the stolen vehicle, which was parked and unoccupied, from the earlier call. The officers encountered the suspect, 41-year-old man, in the hotel lobby, armed with a handgun. The suspect refused to comply with the officers’ repeated commands and an officer deployed their Taser, which was ineffective. The suspect ran through the hallway of occupied hotel rooms, armed himself with a handgun from his waistband as he ran toward an occupied parking lot, resulting in the officer to discharge his service weapon.

Officers rendered medical aid until the suspect was transported to a local hospital, where he was later pronounced deceased.
