The Sacramento Sheriff’s Department announced they have arrested a registered sex offender that was living in Citrus Heights for attempting to meet a 13-year-old, that was actually an undercover officer.
According to the department, the communications started in April. The suspect, 48-year-old Ryan Coats, sent explicit photos and videos to the undercover officer. Coats was in the process of moving to Oregon when he was apprehended.

On June 7, 2023, Internet Crimes Against Children (ICAC) detectives from the Sacramento County Sheriff’s Office arrested Ryan Coats (48), of Citrus Heights.
In April of 2023, COATS began communicating with an undercover (UC) detective who posed as a 13-year-old child. During the course of communication, COATS sent explicit pictures and videos of himself to the UC and expressed desire to teach UC about sex. Additionally, he offered to meet with UC, described his sexual experiences in graphic detail, encouraged UC to view pornography and to conceal their communication from the UC’s mother.
Investigation revealed that COATS is a registered sex offender and has been previously convicted in 2014 for sending harmful matter (pornography) to a minor. COATS has also been previously convicted, in 2016, for communicating with a minor to commit a sex offense and attempted lewd and lascivious acts with a child under 14.
ICAC detectives coordinated with the Citrus Heights PD Sex Offender Registration Unit and determined COATS had moved out of his residence, purchased a different vehicle, changed his telephone number, and was preparing to move to Oregon. ICAC detectives intercepted Coats just prior to him moving out of California.
